A gutter-system quotation can look simple: metres of gutter, downpipes, and a delivered price. For a distributor or contractor, the buying decision is usually harder. The quoted metres may not include the outlets, brackets, end caps, corners, seals, fixings, or colour-matched components needed to make a sellable system. The freight plan may use a package size that has not been confirmed. And a delivered term may stop before the warehouse team can safely receive the shipment.

This checklist is for a buyer comparing gutter-system offers from Turkey to a named destination in Germany. It does not rank suppliers or estimate freight, duty, taxes, or product compliance. It creates one controlled comparison before a purchase order turns an incomplete bill of materials or route assumption into a cost.

Short answer: what makes two gutter-system quotes comparable?

Two quotes are comparable only when they use the same controlled system definition, finish and colour reference, line-level quantities, accessory ratio, packaging basis, Incoterm and named place, delivery handoff, document gate, and cost boundary. A price per metre is useful only after the buyer can prove that each option delivers the same complete, accepted, sellable system.

Start by assigning a buyer line ID to every component. Do not let one supplier quote a “complete set” while another lists only the visible gutter length.

Define the system before requesting prices

“Gutter system” can describe different materials, profiles, outlet arrangements, bracket spacing, roof interfaces, and drainage layouts. A line that appears interchangeable in a catalogue may not join to the buyer’s selected corners, downpipes, seal system, or installation method.

Issue a single RFQ schedule that asks every supplier to complete the same fields:

Build a complete-system count, not a price-per-metre shortcut

Create a buyer-side bill of materials for one representative roof edge, drainage run, or sales pack. The purpose is not to dictate the supplier’s design; it is to expose the quantity relationships that a price-per-metre figure can hide.

For each controlled system, record:

  • gutter lengths and their supplied length per piece;
  • downpipe sections, outlets, bends, offsets, shoes, and connectors;
  • corners, stop ends, unions, expansion or movement components where specified;
  • brackets, clips, fixings, seals, and any system-specific joining items;
  • left/right or internal/external variants that cannot be substituted without approval;
  • spare, replacement, display, or sample quantities that are intentionally outside the base system; and
  • the buyer’s chosen denominator: accepted system, accepted drainage run, or accepted sales pack.

Then reconcile each quote with a simple control:

Quoted system completeness = quoted buyer-controlled components ÷ required buyer-controlled components.

This is a readiness signal, not a technical-performance calculation. If the number is below 100%, the supplier may still be a viable candidate, but the missing lines need an explicit owner, replacement item, or agreed exclusion. Do not treat the original quote total as a complete-system cost until that reconciliation is closed.

Ask for the pack schedule before selecting the route

Long, light, finished components can use transport space differently from their invoice value. A route comparison should therefore begin with the confirmed pack schedule, not a generic pallet count or an assumed vehicle capacity.

Ask the supplier to provide, for each transport unit:

  • line IDs and quantities inside the unit;
  • length, width, height, tare weight, net weight, and gross weight;
  • outer packaging, corner protection, surface separation, moisture protection, and labels;
  • permitted orientation, stacking, restraint, and lifting instructions;
  • pallet, bundle, rack, crate, or carton identity and count;
  • a loading sketch for the proposed equipment; and
  • photos of the planned production packing, where available, rather than only catalogue imagery.

Keep the accessories visible beside the long lengths. A bundle of gutter lengths may fit the proposed vehicle while cartons of brackets, outlets, seals, or colour-matched fittings are left outside the planning calculation. A pack schedule lets the buyer test whether the physical shipment matches the complete-system count.

Make the Incoterm and named point usable

An Incoterm is not a substitute for a route scope. Record the rule, version, and precise named place or port, then map the operational handoffs around it. Treat document readiness as a line-level gate

Do not assume that an invoice, a catalogue, or a CE mark on a product image closes the buyer’s evidence questions. For construction products, the applicable requirements depend on the actual product, intended use, route to market, and destination. Before award, build an evidence register that joins each requested item to the exact supplier, manufacturing site, product family, controlled line, specification revision, and intended destination. Typical buyer questions include:

  • What technical data, declarations, instructions, labels, test information, or other product evidence is expected for this exact order?
  • Which document is due with the quote, before deposit, before dispatch, at receipt, or with the final dossier?
  • Does each document identify the actual product and factory, rather than a similar catalogue range?
  • Which language, revision, signature, translation, or buyer review status is required for the intended German market?
  • Which unanswered customs, classification, origin, tax, or product questions must be confirmed by the appointed broker or qualified adviser before shipment?

Compare cost per accepted system and keep uncertainty visible

Once the physical and commercial scopes are controlled, compare the alternatives on the same buyer-side cost view. Use explicit placeholders for inputs that remain unconfirmed rather than filling a model with a guessed rate or duty.

Use this short gate in the sourcing meeting. A “no” does not automatically reject a supplier; it tells the team what must be resolved before comparing totals.

  • Is every quoted component mapped to a buyer line ID and complete-system count?
  • Are finish, colour, dimensions, variants, and substitution rules controlled?
  • Does the pack schedule cover every long length and accessory line with actual outer dimensions and weights?
  • Does the loading plan fit the proposed equipment and the German receiving point?
  • Are the Incoterm, version, named point, collection, destination work, unloading, and receipt responsibilities explicit?
  • Are exclusions, contingencies, and unconfirmed inputs recorded beside the quote instead of buried in email?
  • Is the product and import evidence register tied to the actual supplier, factory, product revision, and intended destination?
  • Has the appointed broker or qualified adviser been given the open customs, classification, origin, and tax questions for the actual transaction?
  • Can the buyer calculate cost and cash per accepted complete system without assuming missing accessories or freight inputs?

If any answer is no, keep the supplier in the comparison but label the option “not yet normalized.” That is more useful than forcing a false rank from incomplete data.
