It is a buyer-control workflow, not a freight quotation, product approval, supplier verification, customs classification, tax treatment, conformity assessment or shipment release. Confirm transaction-specific product, transport, customs, origin, tax and import questions with the appointed manufacturer, forwarder, broker or qualified adviser before ordering or shipping.
Short answer: when is groupage comparable with a full-truck option?
The two options are comparable only when they use the same buyer-controlled product and finish references, complete-set definition, quantity and release plan, pack-and-pallet data, Incoterm and named place, collection and delivery responsibilities, receiving controls, and releasable complete-set denominator. A lower groupage quote is not a lower delivered cost if it creates an extra consolidation task, an unplanned handling stage, a fragmented finish batch or an incomplete collection at the point where the German team needs stock.
Do not start with “how many pallets?” Start with the buyer line ID and the sales or project package it must serve. A tap body that arrives without its specified trim, fixing parts or mapped carton is not automatically a releasable set merely because it has a unit price.
Freeze the set and release boundary in one RFQ schedule
Give every supplier the same controlled schedule. The schedule does not certify technical suitability; it stops unlike commercial packages being added into one apparent total.

These are comparison questions, not universal route rules. Build a pack-and-receipt evidence gate
Before selecting a transport option, request a pack schedule that a German receiver can use. For each transport unit or clearly defined pack group, capture:
- buyer line ID, product reference, finish or collection reference, quantity and complete-set status;
- carton, pallet, crate or cage identifier; outer dimensions; tare, net and gross weight; stack or orientation instruction; and total transport-unit count;
- what labels or packing-list fields let the receiver reconcile the transport unit to the buyer line and finish;
- which finished lines, samples, replacement parts or backorders are excluded from this release;
- named pickup and German delivery place, appointment rule, unloading party, count method, visible-condition record and discrepancy owner; and
- the owner, due date and next action for every missing pack, release or receipt field.
For plated, painted, brushed or otherwise specified finishes, ask what reference travels from RFQ to production, packing and receipt. That request is not a guarantee of appearance, product performance or acceptance. It simply prevents a generic finish name from being treated as a controlled comparison basis.
Model cost per releasable complete set, not per quoted carton
Keep the goods price, transport assumptions and buyer-side completion exposure separate. A practical model can show:

The denominator should exclude only units the buyer has deliberately modelled as not releasable because a required item, evidence link or receipt condition is unresolved. It is not a declaration that the remaining sets are compliant, technically approved or accepted. Show import VAT and other cash items separately where relevant, and do not derive customs value, duty, tax or origin treatment from a product description or an earlier shipment.

- Does every quoted line map to a controlled product, finish, set contents, quantity and release?
- Are all non-ready lines, backorders, spares, samples and deliberate exclusions visible rather than absorbed into a total?
- Can the chosen route be priced against actual carton, pallet, crate or cage data rather than an approximate count?
- Are the Incoterm, version, named pickup and German place, loading, delivery, unloading, inspection and discrepancy responsibilities explicit?
- Can the German receiver reconcile transport units to buyer lines and finish references, count them and record a visible condition or shortfall?
- Are product, transport, customs, origin, tax and import questions still shown as owned checks rather than assumptions?
- Can the team compare operational cost and cash requirement per releasable complete set without calling an unresolved component or handoff a zero-cost event?
If any answer is no, retain the route in the scenario table but mark it not yet normalized. A conditional option is more useful than a false saving that disappears when the missing collection, pack or receiving work is exposed.
